Vodafone Australia Closes Chat Rooms

Shutting the door on TXT chat portal…

Australia’s third largest mobile phone carrier, Vodafone, shut down its phone chat rooms this month ahead of new mobile content regulations due to come into effect next Friday.
The measures are aimed at protecting children from inappropriate material.The TXTchat portal, available to customers who registered a nickname, was closed following allegations that a user had circumvented blocks set by the carrier to protect children from pedophiles and inappropriate language.

According to Vodafone’s public relations manager, Juliet Simpson, the automated blocks stopped chat room visitors from sending telephone numbers, street addresses and offensive words to each other. They were complemented by human monitoring introduced in December after problems arose in Queensland and New Zealand.

It is understood the user found a way to evade all controls systematically over a period of weeks. It is not yet known whether it was a hacker or someone bent on scheduling a face-to-face meeting. Vodafone closed the facility within two hours of the tip-off.

The move comes not long before new regulations from the Australian ommunications and Media Authority (ACMA), formerly the Australian Communications Authority, are due to come into place.

Under the new rules, proof of age will be required for access to all chat rooms by August 28 and for access to adult content services by next Friday.

Adult-only premium services for mobiles are not yet available in Australia, but with handsets being increasingly able to offer internet-like experiences, the ACMA regulations prompted the Australian Mobile Telecommunications Association and the Australian Direct Marketing Association to impose a self-regulatory regime on their members.

The regime will also require content providers and carriers to rate mobile phone content according to the Office of Film and Literature Classification scheme. Ratings will be grouped under unrestricted (G, PG and M material) and restricted (MA15+). X-rated material will be banned.

Simpson says Vodafone would not introduce adult-only content until the new measures are in place.

Amanda Sutton, head of content for 3 Mobile, says the company already required proof of age for services such as the Big Brother Uncut videos, and The Promise (an adult venue directory).

"We verify a customer’s age at point of sale before provisioning them with access via a PIN to our restricted services," Hutton says. "If customers have not purchased in store, or have otherwise not had their age verified, then they must complete a separate access form and provide us with copies of their documents before they can be provisioned with access. A customer must use their PIN each time that they use the restricted access services."

The new regime will require carriers also to restrict access to certain SMS and MMS services and to hotlines beginning with 195 and 196.

Carriers in breach of the rules will be referred to their respective industry association and to the ACMA.

But telecommunications analyst Paul Budde says the new rules may not prevent all mobile phone threats from reaching children. He estimates 2 million Australians aged 12 to 19 have their own handsets.

"It’s very easy to put new regulations in place, but nearly impossible to police it," he says. "In an international marketplace it is very difficult to find culprits."

Budde says content providers, carriers and parents had joint responsibility to ensure children were safe. "The only ones who can prevent it are the parents. You can’t outsource that to the government."
